Description
The Northwest Suburban Municipal Joint Action Water Agency (Agency), a governmental organization, is seeking a non-exempt Part-Time (PT) Field Technician. The PT position primary duties include JULIE locates, construction observation (“Watch and Protect”) work near or conflicts with Agency infrastructure, assisting with facilities/equipment maintenance tasks and other duties, as assigned. Other duties may include delivering vehicles for fleet maintenance, receiving and stocking inventory, delivery of parts to field-deployed staff, minor landscape maintenance, painting, light carpentry, electrical, plumbing, custodial maintenance and other work, as assigned. Position requires responding to emergency situations, as required.

WORK HOURS:
Hours are flexible and will be coordinated based upon the availability of the employee. Daily work hours will generally be between 7 AM and 5 PM.
JOB REQUIREMENTS:
Self-motivated individual who can work independently while also being an effective team player Must have a strong commitment to high-quality workmanship and take pride in the results. Must be an effective communicator and be able to provide/relay direction to contractors in an authoritative manner. Ability to read construction plan drawings is desirable. Experience and/or exposure to large construction sites is desirable. Trade skills are desirable including any of the following (landscaping, carpentry, electrical, plumbing, building maintenance, HVAC, masonry, painting, pavement, utility management). Works cooperatively with management to ensure a safe work environment and compliance with applicable environmental health and safety regulations, policies, and guidelines, including Illinois Department of Labor standards, OSHA, and other local, state, and federal safety requirements. Performs additional duties and requirements as needed, including custodial and general building maintenance tasks. Willing to expand knowledge and skills by attending outside training and classes.
EDUCATION AND EXPERIENCE:
The position requires a high school diploma or G.E.D. and one (1) to three (3) years of experience in water or wastewater operations, industrial/manufacturing operations, or equivalent. A combination of public water or wastewater experience with HVAC, electrical, or mechanical maintenance experience is a plus. Having experience in locating utilities is desired.
LICENSE:
A valid State of Illinois or equivalent driver’s license is required.
REQUIRED KNOWLEDGE, SKILLS, AND PROFICIENCIES:
Ability to make critical decisions and quickly master new skills as situations demand. Strong interpersonal and oral communication skills. Self-motivated and able to manage multiple assignments with competing priorities. A self-starter who requires minimal supervision. Must demonstrate excellent time management and documentation skills. Availability for emergency response, if required.
PHYSICAL DEMANDS:
The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Endurance must be sufficient to perform heavy manual labor for an entire shift.
Strength - Ability to exert up to 100 pounds occasionally, and up to 25 pounds of force frequently, and /or up to 10 pounds of force constantly to move objects.
Climbing - Ability to ascend or descend ladders, stairs, scaffolding, ramps, poles, and the like using feet and legs and/or hands and arms.
Balancing - Ability to maintain body equilibrium to prevent falling when walking, standing, crouching, or on narrow, slippery, or moving surfaces.
Stooping - Ability to bend body downward and forward by bending spine at waist.
Kneeling - Ability to bend legs at knee to come to rest on knee or knees.
Crouching - Ability to bend body downward and forward by bending legs and spine.
Crawling - Ability to move about on hands and knees or hands and feet.
Reaching - Ability to extend hand(s) and arm(s) in any direction.
Handling - Ability to seize, hold, grasp and turn or otherwise work with hands.
Fingering – Ability to pick and pinch.
Feeling – Ability to perceive attributes of objects such as size, shape, temperature, or texture by means of receptors in skin, particularly those of fingertips.
Talking – Ability to express or exchange ideas by means of spoken word.
Hearing – Ability to perceive nature of sounds by ear. Sufficiently hearing accurately normal and telephone conversation; detect changes in pitch with electric motors, pumps, and compressors.
Smelling – Ability to distinguish, with a degree of accuracy, differences or similarities in intensity or quality of odors, or recognizing particular odors, using nose.
Vision - Clarity of vision at 20 feet or more and 20 inches or less; ability to judge distance and space relationships; ability to see up and down or to right and left while eyes are fixed on a given point; ability to bring an object into sharp focus; ability to identify and distinguish colors. Vision must be sufficient to read technical manuals, test meters, blueprints, electrical plans, and wiring diagrams.
WORK ENVIRONMENT:
Ability to take and pass an annual physical exam is both a prerequisite and ongoing standard requirement of this job. Ability to work indoors and outdoors daily in the elements for extended periods of time, including occasionally severely inclement weather. Routine standing, walking, reaching, stooping, crouching, twisting, bending, crawling, and climbing stairs and ladders. Ability to perform occasional work in excavations, confined spaces, and elevated surfaces. Specific vision ability includes close vision, the ability to adjust focus and color vision. Working environment may include exposure to noise, dust, grease, smoke, fumes, gases, high voltage, electrical and radiant energy, toxic materials, chemicals, inclement weather and work in or with water. Other environmental factors include travel from site to site and climbing tall structures such as water towers or reservoirs.
TOOLS AND EQUIPMENT KNOWLEDGE:
This position requires the use of computers. In addition, the position require use of power tools, hand tools, soldering iron, test probes, wire cutter, wire stripper, wrench sets, ammeter, multimeter, ohmmeter, megger, oscilloscopes, instrumentation calibration equipment, gauges, blueprints, schematic drawings, arc welding equipment, oxy-acetylene torches, 3/4-ton and 1-ton trucks, cutting and threading machines, air compressors, pumps, generators, valve operators, tractor, snowplowing equipment, snowblower, forklift, confined space equipment, gas detectors, hoists, cranes, computers, switchgear, motors and motor starters, etc.
PERTINENT INFORMATION:
This is a non-exempt part-time position. Position accrues paid leave in compliance with Paid Leave for All Workers Act. The Agency will provide PPE, uniforms, and any necessary tools to perform the work. A successful employe must comply with all policies and practices of the Agency.
EMPLOYEE AVAILABILITY & RESPONSIBILITY:
As a condition of employment, the employee shall be available to work off-hours, outside normal business hours, to meet the needs of the operations.
